    林全指出，年金未來的改革並沒有法律上溯及既往的問題，因為法律上溯及既往，代表說過去領的人，如果將來新的辦法實施後要少領的話，按溯及既往的意思，他以前多領的部分要退還的，這個部分就很嚴重，所以我們說「沒有溯及既往，不會有退還的問題」。
